For Rise and Fall cities now get -5 loyalty per a turn.
For Vanilla Trump now earns some government legacy bonuses 25% quicker. This is just adding back in a weaker version of the previous bonus Trump had prior to Rise and Fall. Before Trump got larger bonuses to some and negative bonus to others. Since it is no longer possible to give negative bonus to government legacy bonuses I lowered the +50% down to +25%.
