COM Update!

- Greatly increased crit chance to bring the Tactician in line with the new base classes.
- added a crit buff (increased Dodge when you crit)
- buffed both Retreat! and Advance! (the debuff no longer scale up as you level the ability)
- slightly reworked Regroup! (The ability no longer shuffels the team but instead clears stuns and marks.)
