Fortifications:
- Base Fortifications scaled back to 4x vanilla.

AI:
- AI now spends 60% of influence budget on building frontier stations.
- AI interest in Cede and Liberate Planet war demands halved.

- Destroy Frontier Outpost warscore cost reduced from 10 to 6.

- Base Mining Station HP increased to 6000. Base Mining Station cost increased to 400.
- Base Research Station HP increased to 6000. Base Research Station cost increased to 250.
- Frontier Outpost HP increased from 20000 to 100000.
- Frontier Outpost weapon range reduced to 0, fire rate reduced to 0, and is now considered a civilian target, hopefully rendering them only demovable through war goal (must be tested).
- Base Starbase HP 6000.
- Base Wormhole Station HP increased to 8000.
- Base Military Station HP increased by 25%.

x Empire Name shrunk to fit within borders.

System Generation:
- Moons around Gas Giants much more likely to spawn.

Orbital Resources:
- Mineral and Energy no longer spawn on planets. Orbital deposits spawn at 3x the normal amount.
x Orbital Research Deposits spawn at 3x the normal amount.

Planet Tiles
- All planets other than the homeworld no longer spawn mineral and energy deposits.

x AI Recieves base 25% food production on all difficulty levels.
- Minimum number of planets required for AI to start building frontier outposts decreased from 3 to 1.
x AI now judges frontier outpost border range to be 10 instead of 30
x AI now requires no resources in neighboring system to build frontier outpost
- Non Mined Resources Want factor increased from 1 to 2.

x AI now one builds constructo ships per colony up to 6.
x Various AI Budget Changes (Must be playtested first).
x AI requires less impetus to consider building outpost.
x AI correctly judges Outposts possible borders.
x AI recieves across the board 25% food bonus on all difficulty levels. (Warning, does not appply to your vassals. I am searching for a more elegant food solution, but this will do for now).
