Update 16.02.18

Tomb Kings reworked with full fleged economy. Added background income. Upkeep and recruitment costs.
TK have no multiple armies penalties and their characters are still free.
Reduced TK upkeep reduction from main settlement building.
Fixed Bugmans rangers missing unit cap from building.
Fixed Skarsnik missing unit limits from specialised buildings.
Fixed Wurzags missing unit limits from specialised buildings.

UPDATE 0.01

Garrisoned armies no longer have upkeep penalties from campaign stance.
Hard capped norskan units with different caps.

Tomb Kings reworked:
1. Removed recruitment cost.
2. Small Upkeep only for higher tier units.
3. Added unit limits to skeleton warriors and spearmen.
4. Lower tier units are free.
5. Added upkeep reduction to main settlement buildings. 1% per building level - a total of 5% for lvl. 5 cities. (the special settlements around the map give a bigger reduction 15% at lvl 5)
6. Added 1% upkeep reruction to Estate building.
6.1 Should have a massive upkeep (almost zero) reduction by mid/late game.
7. Increased higher tier unit caps by 0.25 per building.
8. Some TK lords now start with negative income so you have to spend your starting gold wisely.
9. Changed some resource requriements for TK units.

General Changes:
Increased unit caps all around by around 0.5 per building two buildings will give you one extra unit.
Removed starting bouns cap for higher tier units.
Redused starting unit caps for some factions by a little.
Greenskins: Increased unit cap only for goblin infantry units - to counter eventual Waaghs - needs more late game testing.

BUILDING UI now shows the unit cap benefits from that building - like for the tomb kings.

Updated the manual.
