Added the long planned and promised upgrades to Tactical Marines and SM Scouts:

- Tacticals received the Heavy Bolter and Lascannon in addition to their existing three upgrades, and now have 5 of them - Flamer, Plasma Gun (one!), Heavy Bolter, Missile Launcher and Lascannon. Still not completely accurate Codex-wise, but way closer, than in the original game;
- SM Scouts also received the Heavy Bolter and Missile Launcher (which they have as per Codex).

Besides it - indirectly buffed all melee units by nearly doubling their charge distance (10 to 18) and increasing the charge speed and charge duration. Hope, that it made the "melee-ranged" balance less lopsided, than it was before.

Version 0.88

Main change to 0.87 - Tactical Marines' upgrades' (Flamethrower, Missile Launcher and Plasmaguns) cost is put in line with general principle of wargear pricing (wargear costs energy, and its energy cost = Codex point values x 2), specifically:
FF - 10 energy and 5s to 20 energy and 10 s;
ML - 25 energy and 5s to 50 energy and 10 s;
PG - 65 energy and 5s to 130 energy and 10 s.
