-Minor update to fix some issues with class-based Psion chances
- New config option: AllowRookiesToBeTested (defaults to true, disable to have class-based Psion chances for XCOM Soldiers actually work)
- New console comand: RerollPsiGift unitname - Rerolls the specified non-psionic soldier's Psi chance

-Maximum Psi Offense is now capped at 150 (configurable)
-Psions can learn abilities up to 2 ranks above their current rank (configurable)
-Added config option to allow unhiding all Psi Abilities (defaults to true)
-Added config option to disable the re-coloring of unit names (defaults to true)
-Fixes bug involving duplicate Rend abilities.
---Entering a mission with an affected unit or sending them to train another ability will fix the issue.
-For users of Musashi's RPG Mod, Soldier Psions can equip Psi Amps as secondary weapons
---This feature can be added to other classes by:
----1)Allow the class to equip psiamps as Secondary Weapons in XComClassData.ini
----2)Add the class to the list ClassesAllowedPsiAmps in XComLatentPsionics.ini
-For users of other Psionic classes that use Psi-Amps, you'll want to add those classes to the PsionicClasses list in XComLatentPsionic.ini
---This will let them equip Utility-Slot Psi-Amps and prevent duplicate Soulfire Abilities.

[02/25 UPDATE]
- THIS AND FUTURE VERSIONS REQUIRE THE COMMUNITY HIGHLANDER TO RUN
- Psi Offense growth more closely matches vanilla Psi Operatives.
- By default, Psi Gifting will happen in Psi Lab instead of happening from game start.
- Fixes equipment bug caused by a fix in logic in the Community Highlander
- Psion Ability button now uses Community Highlander's hook instead of a free-floating button.
