Major changes:
Allows Titan construction everywhere. Unlock Ship Yards for other 4 classes of military ships as well as Titan Ship Yards. Those ship yards would reduce the building time for the ship class.
Add Offspring Titan.
In general, this update will treat Titans same as other military ships.
