Major balance update, some of the bigger changes include:

- Cruisers now have 3 aux slots total.
- Buffed the survivability of all Hangar and Carrier sections by adding more utility slots for them.
- Cruiser Missile Bow is now 2S+1G instead of 2P+1G.
- Battleship Hangar Core is now 4G+1H instead of 4M+1H.
- Lots of changes to some other sections...

- Removed one PD gun and added one medium utility slot.

- Major working done on balacing AI weights for each hull. They will be better on picking section types for most situations now, but they still maintain a little bit of randomness, so crazy designs will still exist, but will be rarer.

Changed the name of the mod so that it's now more 'important' on the load order.

Needed since Tactical Ship Sections vanilla ship overwrites are technically mandatory...
