- Fixed a bug, where it keeps cooling once the Fuel is gone. Now it will self destruct once empty. It also is build with a full tank.

- Split the Cooler into Dirty and Clean Passive Cooler:
> The Clean Passive Cooler is refuelable with Filtered and Normal Water and any existing Cooler on the map has been replaced with this one.
> The Dirty Passive Cooler is refuelable with Raw, Sea, and Mud Water. This Cooler is a little less efficient than the Former, since it uses cheap water.

- Passive Coolers are now forbiddable
