AI overhaul & bugfixes

-AI Walker can no longer place Frontier Towns adjacent to one another.
-AI Walker will now use Filibusters more like Great Generals while at war, and will scout for Frontier Town locations while at peace.
-AI Walker's conditions under which he will build Frontier Towns has received an overhaul
-Walker now has a small chance of building Frontier Towns within his own territory
-Walker now has a tiny chance of building arbitrarily in unclaimed territory. Previously, he would only build on unclaimed resources (the chance of this triggering continues to be high)

-Unit & Audio systems correctly reload into the game.

Filibustin' Makes Me Feel Good Update (Major Rework)
-The Grey-Eyed Man of Destiny (Unique Ability)
-Removed Culture border growth penalty
-Combat Bonus from nearby Frontier Town increased to 50% (up from 25%)
-Combat Bonus from nearby Frontier Town applies up to 2 tiles away (up from 1)
-Great General effects moved to Unique Unit

-Filibuster (Unique Unit)
-Now a Great General replacement (was Rifleman)
-New effects
-Can construct Frontier Town improvement outside of owned territory (unit is expended)
-Generated 25% faster than the base unit
-Has 1 additional Sight compared to the base unit

-Frontier Town (Filibuster Tile Improvement)
-No longer counted as the second Sonora Unique (now bonus effect of the Unique Unit)
-Claims a single tile when constructed (down from all surrounding hexes)
-Can no longer be built inside enemy territory
-Improves all Luxury, Bonus and Strategic resources and adds them to the trade network (previously only improved Strategic resources)
-Pillaging a Frontier Town yields +50 Gold (was 150)
-Built by Filibuster (was built by Great General)
-No longer yields +2 Culture

-Bonds Office (Unique Building)
-New Unique for Sonora (Replacement for the Bank)
-In addition to the usual effects of the Bank, yields +1 Culture per Frontier Town owned by Sonora

-Major new AI coding has been added for the construction of Frontier Towns. The AI Walker will now seek out resources and strategic locations adjacent to other civs, to make him even more hateable than he already is
