Removed experience changes, was causing Desync with Co-op campaigns

Changed Experience factors for units.
First three levels are easier to get, but the next 6 are harder to get, added more importance on ranks.
Veteran hastati will win a recruit legionaries.

Doubled experience for generals and agents.
