-Civilian units to 5 adjacency damage (was 20)
~Damage is now inflicted when enemy units begin their turn next to Palmares' civilians, rather than when the civilians move

+When capturing a city, enemy civilian units have a 25% chance of converting to Palmares

Minor text fixes

-Major fix for UA
The UA was granting all civilian units the Breaker of Chains promotion, regardless of civilization. Turns out there is no way to grant a promotion to specific civ's civilian units through XML, so overnight I threw together a quick Lua script with the vital help of the OCP Discord. As a result of the new script, civilian units will gain their promotion the turn after they are constructed.
