War Exhaustion
(compared to vanilla, the decay rate is already slowed from -0.1 to -0.07)
- Increased penalty to coring slightly from vanilla 3% per point to 4%

Inflation
- decreased the Ahead of Time bonus from Admin / Trade tech from vanilla -0.05 to -0.03

State Maintenance
- increased by 25% (perhaps to offset this the reduction from courthouse & townhall could get a bump?)

Drill / Professionalism
- Increased the natural decay of professionalism from -0.033 x level to -0.05 x level
- From game start everyone has a slight penalty to Drill, but gain bonuses as institutions are embraced ending up at 140% efficiency after embracing Enlightenment
- Changed up couple of advisors - removing the one giving Reinforcement speed, so that the Army Reorganizer now gives +20 Drill efficiency and the AI will be likely to pick him if at peace & the country has embraced printing press. Further tweaked the AI priority in picking MIL advisors to be more intelligent. (Im considering a seperate mod for this, for all advisor types)
- Reduced the penalty to professionalism by 4/5th from hiring mercenaries, as this caused some AI countries to tank their professionalism completely.
