Changed the in-game description on how to use it to include the ability to disarm NPCs (forgot to do it before).

WOOOO! A new update after a year! A few new changes have been made to make things better!

> 'Strip Weapon' option has been renamed to 'Strip Player Weapon' since it only works on other players.

When an NPC is struck with a WDG, normally it reduced their accuracy (proficiency, to be more specific), but now the WDG actually disarms them!

Now when an NPC is hit with a WDG their current weapon will drop near their feet, similar to when the grenade is used against a player.

Some known issues/observations:
> Enemy NPCs stop functioning properly when they lose their weapon (like when you spawn an enemy NPC without a weapon).
> Friendly NPCs will usually run away if there is an enemy present and the (friendly) NPC has no weapon. Sometimes friendly NPCs will walk over and pick up a weapon (sometimes even the enemy's) instead.
> Not every NPC is affected, although most are based on my own testing (e.g. Combine, Resistance).

> Fixed a bug where the grenade would not explode if it landed within range of the owner with owner immunity enabled (rather then exploding but not affecting the owner).
> Added the option to toggle the ability to throw proximity grenades ("wdg_canthrowmines"), which can be accessed in the options menu. Enabled by default (can throw).

> Right-clicking will now throw a proximity grenade, which will 'stick' to the ground and wait until a victim gets within range. All settings also apply to the proximity grenade (owner immunity, strip weapons, etc.). This may be worked on in the future - please report any bugs you find.

> WDGs will now lower nearby NPCs' proficiency (I forgot to add it on launch, so now I've added it here. Whoops.).
> Added a new setting - "Owner Immunity" (wdg_ownerimmunity). When set to 1, you cannot disarm yourself with your own WDG. Default is 0.
