- Rebalanced levels for raw resources. They all now start at 5% and go up to 15%.

- Added scaling for most types, excluding rural worlds. (Might do later)
- For raw resource and research worlds, there are three tiers, going from 10% -> 15% -> 20%.
- For forge and industrial worlds, there are two tiers, going from 15% -> 20%.
- For refinery worlds, there are two tiers, going from 20% -> 25%.
- For urban worlds and hive/machine equivalents, there are three tiers, going from 5% -> 10% -> 15%.
- Buffed Industrial techs to provide 10% more resources each instead of 5%.
