Gated the Special Decisions behind techs.

Downgraded habitability of the magic traits. Added a 20% habitability bonus to a tech (that gates the decisions)

Fixed bug that caused you to never get the option to research eta tech

Buffed magic traits (found them to be crippling due to low habitability driving upkeep through the roof)
| - Latent magic now has 50% base habitability on all worlds
| - Magic now has 25% base habitability on all worlds

You now need to research all magic techs (not given automatically)
| - affects initial alchemist guilds, arcanist guilds, and all magic ship techs
Updated some localizations

Updated icons for buildings to be more distinct

Changed Arcane Artifacts icon (its literally a purple explosion now lol) in anticipation of Stellaris devs actually using the original icon (gotta give it to them; I didn't think they'd ever actually get around to it)

Added "Arcane Gateway" megastructure with "custom" graphics. Cuz why not. Access limited to arcane empires, only requirement is magical_theory, (lowest weighting though, if i remember correctly). Doesn't connect to normal gateway network - basically more flexible L-Gates, that you can build.

^ Note: forgot to give it an influence cost. That will be patched later. for now, enjoy the free gateway network lol.

Fixed event code not working correctly

Buffed latent magic habitability bonus to 30%

reworked ascension: Partial/latent ascension makes all leaders get the T1 magic trait, with new leaders having a 1/4 chance to be T2 magic

Full ascension makes all leaders get the T2 magic trait

Currently playtesting: feels a bit too strong. How to nerf is under deliberation
