Nerfed arcane empires by adding arcane technology upkeep to most buildings and districts.
Added buffs to leader level and experience as well as a special leader trait (kind of like psionics)

More Bugfixes, Added leader lfie span to the given trait, and test leader trait that gives lifespan + experience gain (mix of psionic + adaptable + resilient characteristics)
