Pop growth changes:
Buildings:
* Clone vats 33% to 50%
* Clinic changed from 2 to 1 healthcare workers plus pop growth incease of 15%
* Hospital changed from 5 to 2 healthcare workers plus growth speed increase of 30%
* Spawning Pool given pop growth increase of 15%
Jobs:
* Healthcare job increased from 5% to 10% pop growth
* Roboticist job increased from 2 to 3
* Replicator job increased from 1 to 2
