wizard tower bugfix

HP and damage of the guards now depends on the level of the Guardhouse.
HP and damage of the Ballista now depends on the number of the Dwarven Settlements.
HP and damage of the Wizard Towers now depends on their number (not on number of the Wizard Guilds), duration of the tower enchantment is increased from 90 seconds to 5 minutes.

Initial guardhouse settings are removed, this should give more compatibility with other mods
