Only Luquin, Ester and Sinclyde are recruitable so i removed the other npc's on the prisoner list (after takeover)

Updated~
All of the possible unique recruitable prisoners that have a small chance to spawn in the vault will now spawn after you take over as bar squads wandering the town.
