Additions:
- Cosmic storm precursors less likely to end up inside other empires' borders
- Galactic Excrescence fallen empire task won't fire if you have less than 7 systems

Tweaks:
- Paradise Lost cannot use Bio-Ships
- Paradise Lost starts without basic industry tech. When researched, the urban zone on their homeworld is replaced with an industrial zone.

Tweaks:
- Ship Graveyard, cannot use Bio-Ships
- Sentinal Armies no longer spawn and despawn. Missing armies respawn every year or so instead.

Removals:
- Planetary shields no longer give research or soldier jobs
- Removed changes to adopted space amoeba event (moved to Expanded Spaceborne)
