Reverted habitat capitals to defaults, while working on an updated version that incorporates necessary changes for hive/machine empires.

Fixed AI:
- only build 1 orbital habitat if all other orbital habitats in empire have at least 15 pops.
- only build 1 planetary habitat if all other planetary habitats in empire have at least 5 pops.

Completely removed all AI weights for building both planetary and orbital habitats, for now. I'll work to fix them so the AI uses them appropriately in the future.

Planned habitats can be canceled: While a habitat is planned but uncolonized, you can cancel and restore the decision at any time, for free.

Fix AI spamming orbital habitats: AI shouldn't build any orbital habitats at all now. I'm going to continue to try to find a solution to this where they'll build a few and use them properly. But until I figure this out, it's better if they just don't.

Fix missing localizations: Added names to all of the blocker techs. Descriptions coming soon...
