After several changes to the code before finding the offending typo, this updated version now works. Lowered culture scaling to 2% per difficulty level over Prince, per era. The culture victory is already one of the more difficult ones to achieve on harder difficulty levels, and the boost before this change seemed to make the culture victory impossible on the hardest difficulty.
