- Slowed grievance-decay by a degree
- Sieged heal-performances of the AI is now scaled to the AI-era, the higher the era, the more efficient is the siege a human player lays on a AI city. This should make it more viable taking AI cities in later game eras

Fix
- Error on promoting AI units upon death of one of thier own
