Changes in V4 of “SMAN`s World at War Scenario: The War in Europe (WW2)”

Major Changes:

- Added special function to ensure the main war would start – to fix an error where the mod would never allow wars if a player was using a language other than English
- Changed the order of play, so that Germany will be the second player in all games where the human player chooses a different civilization.
- Spain, Turkey, and USA are now “Protected” civs and cannot join the war for 1 year after it starts. They may not be DoW’ed against either. This protection will be removed for all 3 if any of them join the war through a “Civ Joins the War” event before that 1 year limit.
- Added the new “Fog of War” popup (available through the “Additional Information” menu, allowing the player to change Fog of War settings In-Game. Due to limits in Civ5’s game engine (a coding bug, actually), it is only possible to change FOW settings in one direction: more and more visibility. It is not possible to make FOW increase after a tile is discovered. You can completely reset the FOW to the “normal” game rules by saving then reloading your game.
- Added a “Army of Moscow” event: when a German unit early in the war gets within 6 tiles of Moscow for the first time, an AI Soviet player player will receive a large number of free units near the capital
- Added a AI Soviet player “Winter Offensive” event that has a 50% chance to happen each January between 1942-1945
- Move the Soviet “Spring Offensive from March to May
- Added more units to both the Soviet Winter and Spring offensives
- Added a “Lend-Lease” event that will periodically award an AI Soviet player free Sherman Tank units near Moscow early in the war
- Changed Germany’s fighter upgrade path – the Stuka will upgrade to the FW-190, but no other fighters will upgrade
- German SS Infantry may now spawn when that player discovers Radar, not Operations Research. They should now appear much earlier in the game. SS Armor still appears after the discovery of Operations Research.
- Put in a forced spending function that said something like, "If a civ has over 20,000 gold, force them to buy a unit or military building."
- Nerfed Human player bonuses at the game start, and also the Savings Bond and Industrial Espionage amounts
- Added the “Enhanced Occupation” event: increases the number of turns a city stays in Resistance. If the conqueror of a city is a Human player, more resistance turns are added, and there is a chance to spawn rebel units every few turns
- Added buildings to all city states, making them more valuable as targets, but also more difficult to conquer
- All civs can now receive the “free Radar/Combined Arms” tech (even human players), but they must now be Minor Combatants
- Changed the chances for Spain, Turkey, and USA to join the war – as the scenario progresses, their chances of joining the war grow
- Fixed an error where the Winter Warfare event never was executed
- Nerfed the National Promotions for Greece, Hungary, and Romania
- Nerfed Greece, Hungary, Romania and Turkey’s Production Handicaps
- Changed Finland’s Doctrine from Fascism to Democracy
- Added several buildings to Lemnos to reflect its historical role as a naval powerhouse
- Increased Rail Movement speeds when Civs discover Combined Arms, Ops Research, Full Spectrum Warfare, and Jet Engines.
- Added the national promotion to “UNITCOMBAT_ARCHER” unit types, so that now Machine Gun and Bazooka type units will now receive the respective national promotion
- Added the German Marine unit
- Increased Diplomat/Spy visibility from 2 to 7
- Added Greece to the Unit Namer script, meaning they now get civ-specific unit/ship names; enhanced Turkey's names as well

Minor Changes:

- Added specialized “Denouncement” and “Friendship Declaration” functions, that should make it more safe for civs to participate in these events
- Removed the invalid references on the unit overrides for Sweden’s Ski Troops to replace normal Halftracks; city states cannot use the game’s normal overrides tables
- Fixed several typos
- Removed all text keys from city names on the map, removed special characters – some of which caused conflicts with the game’s Localization features, and sometimes led to the mod never allowing wars to be declared.
- Edited the mountain tiles on the map, to ensure the proper tiles appeared in game
- Reviewed and updated all the artillery units in the game to ensure they had the right stats and promotions
- Germany gets an extra bump of coal at game start, so they don’t start the game in the negative
- Rewrote the ship naming function to improve its efficiency
- Added some missing animation files to make sure the game’s unit models work better

Please note: This new version provides an updated, somewhat improved map file. You will need to replace the existing scenario map file with the one in this version of the mod.

Acknowledgements: I want to particularly thank @KiwiSteve and @cybernard for all the very helpful feedback and suggestions on making the mod better. Without their contributions, I don't think even half of the changes above would have made it into the last version. Thanks!

Version 3 Change Notes:

- Fixed SS units so they spawn for human players, too

- Increased unit spawn for Soviet Spring Offensives by ~30%

- Fixed a few German/Swedish city names, to use special characters. Was not able to change Düsseldorf, Königsberg, or München, as the API tool Worldbuilder uses a non-standardized encoding scheme for handling special characters that the game's LAU environment does not understand. As those cities are crucial objective cities for many Combat OPs, it was essential that they were "discoverable" by the LUA system. This forced me to use simple Latin characters for naming for them

- Added a "Ski Troops" unit for Finland, Norway, and Sweden. It replaces the Halftrack, with similar capabilities/promotions, but is available at game start and does not obsolete

- Added the "Winter Warrior" Promotion - that gives Ski Troops bonuses on Forest/Snow/Tundra tiles

- Gave major combatants' starting units a few promotions at beginning of scenario

- Nerfed XP gain from all Buildings by ~50%. Intent is to demonstrate marginal returns on training due to mass mobilizations

- Changed the "motto" of Norway from "Evig og Tro" to "Alt for Norge" - which was Haakon VII's personal motto

- Reworded OP Manifest Destiny (U.S.A.) briefing text to make it less confusing

- Adjusted the Turn Counter popup so it takes less of the screen and won't block temporary status messages in the upper center of the screen

Please note: This new version provides an updated, somewhat improved map file. You will need to replace the existing scenario map file with the one in this version of the mod.
