Star Metal Arrows and Dragon Bone arrows had unintended values. they should now work as intended

Due to loss of original Mod the Valhalla Mod is rebuildt to Keep it up to date.
Balanced the values abit. and added the Quivering arrows as the new top Tier Arrow with truly massive damage
