Fixed the boosters being unbalanced in weight. Same for the decoupler boosters. Needs beta

Small update: Added decoupler boosters, special boosters that only activate when decoupled from the ship. This lets you make custom missiles, but fair warning: they don't work very well...
-I also reworked the exhaust cosmetic effect to be a little poof-ier
that is all.

-Added 2 new weapons:
A mid tier spinal shotgun with 3 scales
A larger turreted shotgun with heavy damage
-Fixed the shrouds for the new beta, and spiced them up a bit
-Added a station anchor block to weigh stations down, has been added to existing stations
-Spikes now have extra health and slight melee damage
-Plates now have extra health and a 0% melee multiplier to reduce collision damage

Ok sorry for "fixing" the regions, they're actually fixed now
-Added 2 new weapons: A heavy healing laser and a massive thermite flak gun
-Added 5ish new ships, none of which are made by me :sunglasses: (thanks again to the people whom made ships)
-Normal Flak guns explode upon proximity now to help them deal more damage
