Fixed an issue where you can't use the Check Cargo Fleets edict. Wait one monthly tick and you should be able to use it again.

-Fixed a bug when expiring trade routes would subtract resources twice because I was an idiot at some point and forgot about other events triggering from expired trade routes.
-Fixed localization limitation by making the Check Cargo Fleet event window a regular window and created a separate event window for viewing trade routes so that you can now actually see whether your cargo fleet or planet cargo for a trade route is expired.
-Removed some debugging stuff.

Fixed a major bug where the time limit for cargo in planets are not getting renewed.

(inb4 I fixed a non-problem and did nothing and if that's the case then I'm sincerely sorry)

Added code to subtract the trade benefits from a cargo fleet when a cargo fleet expires.

(EDIT 10/6: This update turned out to do nothing but create a double subtraction bug. My sincerest apologies for being an idiot and forgetting about chaining triggered events.)
