Made Dual Sawed Off compatible with Jet Shot from my Jet Packs mod.

Made changes necessary for Dual Sawed Offs to be compatible with Akimbo Class, but it would make Scrapper Akimbo hilariously overpowered, so Akimbo is not allowed to equip them by default. This can be changed in XComClassData.ini.
