v3.0

New monster event chain added to deal with post-war border gore in Europe.

Here's the mechanics:
If the USA and the UK are together in faction and in war against Germany and Italy and at the same time the Soviet Union is at war with Germany and Italy the "East vs West" event will now fire stating that the Western Allies and the Soviet Union can compete with each other in capturing the capital cities of the nations in Europe.

If the Soviet Union captures the capital city - the nation will become communist after the war.
If the Western Allies liberate the capital city - the nation will become democratic and join the allies after the war.

Examples:
- if the Soviet Union captures Warsaw then Poland will become communist after the war
- if the Allies capture Amsterdam the Netherlands will stay democratic after the war
etc.

supported capital cities so far:
- Athens
- Sofia
- Bucharest
- Budapest
- Warsaw
- Paris
- Luxembourg
- Amsterdam
- Brussels
- Prague
- Rome
- Tirana

other nations special mechanics:
- DDR will become communist if the Soviets capture Warsaw
- WGR will become democratic if the Allies capture Paris
- Denmark can become communist if the Soviets capture Paris
- Austria can become communist instead of being neutral after the war if the Soviets manage to capture Paris

The script removes (hopefully) any post war border gore and makes the Western and Eastern allies compete with each other for the control of cities like Budapest, Bucharest, Sofia, Tirana and Athens to grab puppets after the war.

If Soviet Union capitulates to Germany the event chain will be broken and the game will proceed as normal.

Balances/changes:
- Japan is now less harshly punished for not completing the conquest of China after a year from taking the Ichi-Go decision (penatlies last only one year instead of six years and now only include the attack penalty towards China). Hopefully this makes Japan perform better early in the war.

new stuff:
- German AI will now declare a war on Poland on 1st September 1939 instead of 25th August 1939
- Japanese AI will declare a war on the USA and the UK no sooner than on 7th December 1941 instead of June/July 1941
