- update for Patch 1.12.1
- to reflect the higher needing of monarchpoints for development, the trainingcosts are now reduced: for heirs -1/4, for rulers -1/3.
- reworked military training for female rulers - after the Women in history-dlc the restrictions where not longer senseful. now female heiers can be trained 1 step, female rulers have no extra restrictions for players. AI can only make updates up to level 3 to prevent it from wastind too much points.
- for better working along other mods, the new method of editing single lines in defines.lua without editing the complete file is implemented
