BUG FIXING:
German Demo/Commie Civil War no longer gives Fascist Germany a state in Sweden.

BAKED IN RULES: + HOST TOOL IMPLEMENTED
Added Host tool for Hosts to manage certain things in games that are out of our control @MEGASLAVIA - Thanks for the perms to use it ;D
Allowed Faction-Related Diplomatic Decisions to be performed with subject AI.
Added a game rule option to turn off all baked-in rules for singleplayer users.
PLANES:
Each Engine module now gives Naval Attack and Targeting for Kamikaze missions, previously each plane had Targeting and Attack of 1. [Slightly cursed workaround, cannot do it on the plane itself lest it buffs torpedoes.]

NAVY:
Cruisers now require the armor slot be filled, for both Heavy and Light cruisers..

ARMY:
Nerfed superior firepower’s integrated support. It now only gives +10% soft attack per doctrine, down from +25%. [Integrated Support is subject to further change.]

OTHER:
CV Torpedo Bombers no longer have the same name as land based Torpedo Bombers.
Force Coring now requires 60% compliance, up from 40%. Peaceful integration was lowered to 80% from 90%, cost reduced to 50pp.

GOVERNMENT POLICIES:
War bonds were once again reshuffled and now change the base pp gain.

NATION SPECIFIC CHANGES:

GER:
“Befriend China” and “Befriend Japan” focus have been turned into decisions.
Added focus to “Plan Z” to make naval Germany more appealing.
Monarchy focuses have been moved around. New and Vanilla focuses have been added here or there to spice things up.
New Reichskomisariats were added for Imperial Germany
Such as: Formalizing Mittelafrika, Sudwest Afrika etc etc [German Colonies + More ;D]
New Events for Imperial Germany as well ;D
Militias are deleted properly post communist/democratic civil war.

USA:
Ware Group advisors now give a small amount of communism support. [“Small group of devoted communists”]
USA Advisors now hide if they are impossible to get from focus choices.
“Undisturbed Isolation” can be removed when the USA is not democratic [It was possible to have a civil war, forget to remove the Undisturbed and kinda frack your economy].
Demo/Commie reforms from the Great Depression now share a reform timer. Each reform has to be done 230 days apart, except the first one.

AUS:
Removed the “Allied with Britain” dependencies for the Democratic path.
Once locked into a diplomatic focus path, other paths hide
Shuffled some diplomatic focuses around

POR + SPR:
New decisions have been added to Portugal, to grant claims + positive state modifiers if they can gain control of Rhodesia, Malawi, and Zambia (their claims).
Decision has been added for Spain/Iberia to core Pyrénées-Atlantiques.
Iberia formable rework, superseding the old one:
Portugal-Brazil can no longer form it. This has been done for balance/RP reasons.
The generic RT56 unification spirits have been replaced. Spain will get a single modifier that goes away on its own for integrating Portugal, and Portugal gets a few options to individually core different parts of Spain.

Baked in rules:
Added a mission that white peace’s Italy with Ethiopia in 365 days. If Haile boards a train, Italy must occupy all Ethiopian cores to not peace out.
Continuous focuses “Continuous Naval Production”, “Continuous Air Production” as well as “Faction Tech Sharing” have been removed.
Disallowed AI from inviting, creating and joining Players to factions. These factions can only be performed Player to Player and AI to AI.

Tank Changes:
SPG’s are now viable.
Buffed heavy tank cannons a bit. A smidge more soft attack.
Flamethrower tanks have been rebalanced. Made buffs different for each weight class of Flamethrowers. Should make different categories preferable for different tasks.
You may now point your “Additional Machineguns” up. Imagine that.
Secondary Cannons have been nerfed. No more meta T35's running around.
Max amount of Secondary cannons for Light Medium and Heavy tanks has been adjusted to 0/1/2 respectively.
Medium Cannon 1 module unlock was moved down the Anti-Tank research tree. Now unlocks at the same date as MC1 in the Artillery research tree.

Navy:
Rebalanced ship module speed debuffs to be flat for each tech depending on module type for Guns and Armor. Higher tier armour and guns incur the same speed penalty as the lower tier equivalents.
Doubled the Heavy Guns accuracy buffs from mechanical rangefinders. (Radar is unchanged)

Army Spirits
Unit Elitism was reshuffled.
Decisions:
You can now enter trade agreements with people for 50pp
Decisions to create a tech share was added to SOV, GER, JAP and ENG. 100pp for those nations to create a share, 50pp for any allied nation to join the share.
Coring Buttons now dynamically hide. The coring options will show only when you meet the resistance and compliance requirements. Democrats and Non-aligned will not see the force coring option. (There is an option via decision to turn on old "always visible" popup)
Several new decisions for Austria, allowing for ideology-neutral coring of the Sudetenland, Bavaria, and Baden-Wurttemberg; as well as new decisions to individually core or claim all historic Austro-Hungarian and Swiss-German states for Communist/Democrat players.
Several new decisions for France, allowing for ideology-neutral coring of Wallonia, Luxembourg, and the two West Swiss states, as well as an Authoritarian way to core Catalonia, and ideology-neutral claims on the Rhineland/Piedmont.
New decisions for Andorra to core Catalonia and expand it through Valencia/Balaeric Islands.
New decisions to claim and core Spanish-Galicia as Portugal.

Designers:
Nerfed Mitsubishi and other design companies giving that buff. Agility bonus was retained, increased small airframe costs by +5%.
Nerfed “Coastal Defence Fleet Designer”. Screens now get reduced torpedo and light attack. -20%.
“Amphibious Tank Designer” for SOV, VEN and JAP now works as it should. Tanks with the “Amphibious Drive Modules” will get the buff from the designer as well, not only Amph Hulls.

National Characters & Government Policies:
Big reshuffle. Too many changes to list.

Research:
Researching Naval Reactors no longer requires the knowledge to detonate nuclear bombs.
Moved Engine and Armor tank upgrade to be next to each other.
Moved “Heavy Howitzer” earlier into 1941 artillery research.
Moved flamethrower tech into support and made it 1938 research. No more day 0 flamethrower production.
Removed factory bombing vulnerability buffs from dispersed industry 3 and down and reduced the buff to 10 per tech to a total of -30 factory bomb vulnerability.
Tank Radio Modules 1, 2 and 3 are now unlocked with 1936, 1939 and 1942 radar techs respectively, from 1936, 1938 and 1940 previously.


Nation Specific:
GER:
“Autarky” and “Technocracy” modifiers have been changed.
“Establish Peenemunde” focus was buffed and now gives a rocket site.
The German Democratic / Communist civil war now works.
German advisors now hide upon picking a political path and changing ideology. Changing ideology again will make ideology specific advisors reappear (the ones not requiring focus from other political trees than your chosen one.).

USA:
Made the Focus Tree a bit nicer to look at.
Split “Tank Experiments” into two focuses to make it a bit less confusing.
Nerfed the entire naval tree branch by requiring the Great Depression be over before you do “Two Ocean Navy Act”
Made “Agricultural Adjustment Act” mutually exclusive with “Accumulated Wealth Tax”
Finished localisation for american focuses missing descriptions.
Nerfed "Air War Plans Division" and "Air Support" focuses. Lowered cost reduction buff from -10% to -5%.
Added a Medium Bomber cost reduction to “Strategic Bombing”
Added a new idea to "Escort Fighters" increasing Heavy Fighter range for USA by +15%, as well as modified “Combined Bomber Offensive” to give 15% range to Medium Bombers and Heavy Fighters.
CSA starting army buffs for the Communist Civil War have been heavily nerfed.
NATO tree hides once USA is not democratic.

Manchuria:
"Illegitimate Government of China" now expires after 2 years.

PRC:
Moved "Anti-Japanese Focus", PRC has 35 days to eat Shanxi now before ROC can demand annexation.

ROC:
Added a focus “Trade Deal with Germany”.
Added a focus “Technological Exchange with Germany”.
Fixed and rebalanced “Industrial Evacuation” decisions for China. Turns out they were borked and quite literally deleted the industry they were meant to transport. It now takes civilian 5 factories to transport industry from A to B with no pp cost.
Increased time to finish "Internal Threats" from 35 to 105 days. Buffed bonuses for “Internal Stability” to balance its heightened time.
Buffed Left Fascism.
Grouped all diplomatic path's focus bonuses into singular spirits.
Giving “Asylum to Jews” now reduces German opinion of China. China also gained an alternative focus to this in case Germany goes alt hist, or China does not wish to piss off Germany.
Changed some research bonuses from 1x 100% to 1x 1 year ahead.
JAP:
Moved "Develop Mengjiang" below "The Manchurian Project" and reduced the time to 35 days.
Moved “Research Spending” below “Showa Constitution”.
“Pre-Emptive Coup” now requires both “Purge the Militarists” and “Ally with the Zaibatsus”
Moved Nishina-Okochi Directive parallel to Divine Wind. Divine Wind is no longer mandatory.
“Pack Guns” were funny. It's a more portable artillery piece, not a better one. Instead of buffing the entire army, they now increase artillery attack, defense and movement in mountains and hills.
Modified “Interservice Rivalry”. If Japan prioritizes the Navy, land-based aviation becomes more expensive. If Army, naval aviation becomes more expensive. Same for “Prioritize Aircraft Construction” decisions in the Imperial Conference.
Made "The Zero" require 1940 airframes and Engine 3's be researched. It basically was a 70 day focus to get a free design once you researched those anyways. To offset the uselessness added a 1x +100% Research Buff in there and increased XP gotten from it as well as made it a 35 day focus.
Added Midget Submarines to “Submarine Modernization”
Removed exclusivity between “Submarine Modernization” and “Cruiser Modernization”

MEN:
Mongol Political Commitee's choice of overlord or independence is once again fully random.

SOV:

SWI:
Nerfed Swiss Gold, while making decisions cheaper. Overall single country bonus is reduced, as well as max trade with single nation capped at 2 levels. Swiss can trade with 3 countries at the same time.
"Trade agreement with Germany"/"Seek Allied Trade" was nerfed.

FRA:
Made “Defence National Funds” idea a timed one. It now disappears after 2 years or when at war.
France may no longer release puppets on game start. To release nations you require “Vienot Agreement”

SPR:
Shortened some obsolete focuses that are just annoying to have to wait 70 days
