Very minor visual update

Readjusted sprite offsets on following animations:
✓ Jab
✓ Ftilt
✓ Uspecial
✓ Taunt
✓ Waveland

Either due to a recent update or simply my own overlooking, each of these animations were one or two pixels off. This has been fixed.

Minor aesthetics and bugfix update

✓ Has a custom victory background
✓ Down B step sounds were fixed so they now play during the attack
✓ Up B will now always propel Shy Guy upwards

There was a minor bug where, if up special was activated very quickly after landing it, Shy Guy wouldn't gain any vertical momentum. This should no longer be the case, and you can now always gain height from the move.

Minor balance/bug update
✓ Nair startup increased 6 > 12
In the last patch, due to making the weak hits untechable, Nair possibly became an easy infinite. This should make it punishable while still retaining the positive aspects of it.

Balance Update

✓ Nspecial Autobomb vehicle no longer has hurtbox
✓ Fspecial has a UI icon to tell if the Magic Carpet is available to use
✓ Dspecial stepping time decreased, 40 > 25 - hitboxes adjusted accordingly
✓ Jab 2 bullet has new knockback angle 60 > 75, increased knockback and knockback scaling slightly
✓ Nair weak hitboxes can no longer be teched, landing lag increased by three frames
✓ Dsmash startup increased by three frames

Minor visual changes, including:
✓ Utilt tipper has a sweetspot hit effect
✓ Uair final hit has a sweetspot hit effect
✓ Dspecial hit has a normal hit effect
✓ Ostro leg colors adjusted to work with Retro skins
✓ Shy Guy Says taunt is on a long timer that, when hit, will cancel the taunt by itself

✓ Usmash rework so it has more super armor time, less shrink time. Also generally less endlag.
✓ Usmash increase super armor amount
✓ Usmash slightly heighten knockback angle
✓ Uspecial Paper Mario jump sound at startup
✓ Uspecial gains back double jump
✓ Dspecial on parry functions normally
✓ Dair projectile lifetime increased so it reaches the bottom of the stage consistently
✓ Dair projectile damage slightly reduced
✓ Dair minor visual edit (make feet move in a more understandable way)
✓ Ftilt visual update (uses Spear Guy's shield)
✓ Dtilt visual and distance update (does a hammer swipe instead of a kick)
✓ New down taunt based on Shy Guy Says
✓ Rebalance Copy Ability so it can't be used to constantly increase height
✓ Slightly lower Jump 1 SFX volume
