Added cost scaling to Broadcast and Communication satellites.

- fixed some requirements being messed up when certain district expansions were active
- some tweaks to the Weather Satellite yield bonus
- changed Military Satellite to boost anti-air defenses instead of providing a general combat bonus
- rebalanced repeatable Satellite projects under the consideration that their cost does not increase from previous ones built
- improved 6T compatibility
