* Reduced "Gang Wars", "Center of Drug Trade", and "Mob Rule" base criminal jobs 5 -> 3 (criminal rate 1 per 12% crime -> 1 per 11% crime)
5 minimum criminal jobs was a bit excessive.

* Completely changed how crime event overrides are done; now overrides them in a new file instead of overwriting the vanilla file. This allows me to only redefine the events I changed.
* Tweaked the acceleration of the time reduction for criminal underworld to be removed so it hopefully won't happen quite as quickly now if you got all the reductions
* Added compatibility with Expanded Events (load order won't matter) (in particular, criminal underworld disappearance shouldn't be broken anymore when run with this mod)

- Increased the threshold for criminal underworld from 15% -> 20% (criminal syndicates 10% -> 15%)
- Increased the threshold for criminal underworld to go away from 5% -> 7%

The idea behind these changes is that it was a bit too easy to send the AI into a high crime death spiral.
