- Fixed an issue where "Gang Wars", "Center of Drug Trade", and "Mob Rule" were generating much more crime jobs then intended.

- If you have a governor with the righteous trait, then criminal underworld will dissipate faster. (You still have to reduce crime all the way to 5%, it just that once you do, it won't take as long for it to go away)
- If you have 1% or less crime, then criminal underworld should dissipate much faster

- Unemployment benefits will now only help so much. If crime gets too high even on top of that, the criminal underworld still gets established

- Minimum crime to trigger criminal underworld halved (30% -> 15%)
- The reduction in time to trigger over "how much" those conditions are met (e.g. as crime or unemployment go up) accelerates faster
- The crime point you need to reduce to for criminal underworld to be removed has been halved (10% -> 5%), so once it is established, it is harder to get rid of

* Fixes an issue where Gestalts could Negotiate with Crime Lords, even though they don't exist (in a traditional sense) due to be Gestalts and all.
