some minor changes and bugfixes for soviet/allied decks. all other modversions will be patched today in some hours

the old mod weapon and unit stats are back again. conscript units got an avaiblility buff again. bugfxinig and small changes for axis divisions

what will happen next: i will start updating all other mod versions and more fine tuning for the divisions. than i will rework weapon stats and then unit stats
