this is a bigger rework, axis divisions got a infantry availbility rework, mostly C divisions. 91. LL got a bit closer to vanilla setup again. for all sides: supply units got an +50% availbility buff. allied divisions will receive an rework with the next update too. and as always: not everything is final and changes may still happen

in the last 3 patches i made some availbility rework to the infantry tab, specially for dishearted troops
