- fixed crashes occuring when Rise & Fall or the Macedonia-Persia pack were missing.
- minor text fix: the Trawler is now correctly referred to as such in all places.

- restored Liang to her original state, except for the last promotion. Amusement now takes the place of Parks & Recreation.
- If you also use City Lights, she will get the last promotion from there instead.
- Maritime Alliances no longer enable Fisheries (which are back at Liang) but instead a new improvement at level 2: the Trawler. You can only built one Trawler per city and it must be built on ocean, but it works like a Vampire Castle, i.e. it's quite powerful and will allow you to feed your capital with high seas fishing fleets placed all over the map.

- fixed Civilopedia entry for alliances which now shows all alliance point sources as well as the bonuses for all new alliance types

- added compatibility with SM's Governors mod. Balance is sketchy, but no crashes will occur.
