Fixes issues in ai_budget. AI will rapidly get more buildings, larger armies, and the like.
AI empires will slow there expansion when they're unstable. For example the Seleucid Empire is much less likely to collapse.
AI diplomatic stances will now change intelligently as opposed to randomly.
Governor policies have greater weights for population conversion and population assimilation. Affects player governors.
AI will *always* civilize if barbarians are near by.
