Fixed Mandator II turret team colour

Major Fixes Attempts: (Both need further testing) Please only report these reoccuring in saves which began AFTER Hotfix 3.
- Attempt #2 to fix save game corruption (double spawn of heroes, starting forces) via missions being disabled. To compensate, Republic gets +1 Senate influence whenever a mission would otherwise be assigned.
- Attempted fix for framework crashing (disables all space building) in GCs with Order 66 fired when Kuat isn't present.

- Reduced resource cost of heavy factories from 2 Industrial Parts to 1
- Battles to take a planet no longer impact influence (was giving significant negative effects to starting influence)
- Resource structure upkeep costs reduced from 250/week to 150/week
- On Recruit player planets now have +2 influence, and +1 on Captain
- Bulwark research properly available on both Foerost and Sullust
- Victory research available at Kuat and Rendili
- Fixed VSD unlocks
- Empire/Rebel victory/defeat texts changed to CIS/Republic
- Hero & unit upgrade times significantly reduced to prevent cancellation (Tallon, Grievous, etc)

- Several improvements to Mandator II Texture
- Recusant death clone added
- Trandoshan Civilian no longer uses Bossk's death sounds
- Reapplied FotR-specific paintjobs for Acclamator II & Assault,Carrack, Invincible, and Arquitens
- Probability on certain Republic fighter sounds reduced
- Z-95 (non-Clone) VO changed
- HMP gunship VO added
- VSD II Hardpoint health recalculated
- Field Commander highlights & team colour added

- Testing a fix for saves re-setting the galactic map on load in very rare cases. We'll need more feedback on it.
- Fixed ORS Opening Text
- Grievous text now mentions his new class. Still talks to Republic.
- Vulture hull latches moved to era 2 from 3.
- Stopped Trench from repeatedly spawning after death
- Icon updates for AAT Commanders
- Bulwark III cost 6000 -> 6100

- Skywatcher trait moved into alphabetical order

- Foerost moved to Golan I in Foerost Campaign starts

- Fixed firing bone name on rear Providence Dreadnought Quad
- Text fixes for Economic Structures, Fordo & Kilian
- Reinforcement prevention radius added to XQ
- Fixed infantry company issues in era 1 FTGU, and invincble spawners on others
- Galactic: Recusant cost 2200-> 2250
- Galactic: Dreadnaught Carrier 1200 ->1300
- Skirmish: Mankvim cost 240 -> 285
