*decreased risk of ships getting lost when using emergency FTL i.e. retreat

*increased days until emergency FTL i.e. retreat can be used => this is necessary to adjust for the slower combat speed because otherwise fleets would be able to retreat too often and too easily without even starting a fight

*reworked "Hit and Run" Policy => this policy now decreases the days until emergency FTL retreat can be used by 20% (removed previously added weapon damage and fire rate bonus in exchange) => don't underestimate this policy. it's very powerful because you can either really "hit and run" or you can simply pick the fights you want and avoid unfavorable space battles sooner

*reworked Subspace Snare Titan Aura (now increases days until enemy fleets can use FTL emergency retreat by 50% and has a system-wide radius)

*reworked FTL Inhibitor for Starbases (now increases days until enemy fleets can use FTL emergency retreat by 50%)

*reworked Communications Jammer for Starbases (now increases days until fleets can use FTL emergency retreat by 25%)

*tweaked acceleration values in order to narrow the difference interval between ship acceleration
*included a defines base ship speed value in order to ensure that other mods can't cause ship speed issues on that end

*reworked "Secure the Borders" - Leader Agenda because it previously buffed defense stations and defense stations are removed with ACG leading to a worthless agenda. Now this agenda buffs starbases directly (balanced for ACG)
