reduced projectile mass on 150mm and missiles

Readjusted damage values for 150mm ammo and missile ammo. This was a buff but they still don't feel as strong as pre-AOE updates. But also I don't have much data to refer to.

-Updated configs for new WC explosion code. This affects 150mm HE rounds and the new missiles.
-Added the "Derecho Missile Storm" turret.
-Buffed PDT to 1km range. Added a minimum target range of 50m.

-Fixed EMP insane damage modifier. It still doesn't work but apparently that was killing shields. Sorry about that.
-Fixed T3 subparts still showing on game load if block was off

Fixed Tiger burstfire delay. WC update fixed the rest.. should have no more red warning messages.
Still looking into EMP effect issue.

was hasty with the first mountpoint fix.. all slingers should be airtight again and also not have magical floaty mountpoints.
also fixed that MA_Laser_1_PD ammo was selectable

-Massively reduced lifetime of 150mm explosion sparks particle
-Fixed magical incorrect mountpoints on Slinger gantry
-Fixed EMP ammo type name

-UPDATED CONFIGS TO COREPARTS 2.0
This is a big deal, all weapon settings I had to copy to new config file format.
Please keep an eye out for anything out of ordinary that I might have missed or buggered up.
I did test fire things and I think we are good.
This will let me take advantage of new features (soon) but for now let's just make sure it all works.
Also kinetic weaps should do kinetic shield damage now (all was energy since 2.0 update).
-Removed spooky things
-EMP buff: 500m->750m range, more effect duration.
-Tiger nerf: Mag size 24->16. Increased ROF slightly.
-Gatlings: buffed heat loss rate.
-Lasers can shoot underwater, kinetic guns can't.
-Changed targeting on slingers and gatlings from Accurate to Advanced, should be better against accelerating targets such as other players.
