FINALLY

again fixing building construction time
again fixing tehnologie research time

vanilla version uses one turn per year(1TPY) and the first research is conducted in 2TPY.

now this mod use 4TPY and normally we should start researching with 8TPY, but I think it is more appropriate starting NOT with 6TPY as it was for couple days, but with 4TPY

I have becouse this mod use 4 turns per year, but the research time was still at 2 TPY same as it was in vanilla version of one turn per year and so we lose the opportunity to play more time with the first units and too fast have access to elite units
