* Replaced uses of "has_monthly_income" with "resource_income_compare" because "has_monthly_income" drops to 0 if the resource cap is hit, which usually isn't what you want. "resource_income_compare" does not

If the AI does bypass a requirement for building while an orbital station is up, the orbital station will be dismantled once the structure is complete.

* Add a hack to let the AI build Dyson Spheres, Matter Decompressors, and Mega Shipyards without deconstructing their orbital station first, because it isn't feasible to teach them to do it if they want one of those.
