==BALANCE CHANGES==
-The Dialog when Upgrading Camps to cities was removed, and replaced with a button.
-When upgrading cities, you no longer have to end your turn with a Goum on a camp to upgrade. Instead, you can bring a Goum to a camp and press the button on the left. This also means you no longer have to upgrade all your camps at once.
-Can now only build 3 Camps per era.
-The Goum is now more expensive.
-The AI now expends the Goum when building Camps.
-Camps can now only be built if a city can be founded there, which means you can't be within 3 tiles of any already existing city (without mods that change that).
