@trademark and others. In order to create the Bedouin camp you have to disable EUI.

Pretty nice mod, but I have one complaint: the civ music is too loud compared to the in-game music.

Looks very good but perhaps not quite balanced yet (yes make the camps into cities in the industrial era, im looking squarely at you!)
