New Content:
- Two new governments - Athenian Democracy and Icelandic Republic
- A large Mission Tree for Iceland, which includes new events and decisions, as well as one new formable nation
- Unique government names for Pagans
- Extra great production option for Commerce National Value
- More lawgiver, culture and literacy flavor
- Parliament bribes now reduce lawgiver points

Balance Changes:
- Nerfed the first 50 years of the game by increasing the development cost. The reason for this is that since technologies are a bit too far away, the player has less options to spend his monarch points. Those who would invest into province development would quickly have province with development higher than Rome. This modifier expires in 1444.
- !!! Major anti-blobbing change - exceeding your governing capacity will now increase (scaled) national unrest and all power cost !!!
- Buffed Adventurous and Glory ideas
- Nerfed one of great production options (from 2.0 goods produced to 1.0 goods produced)
- Changed Forseti personal deity bonus
- Major USA buff in Industrial age bonus - they may establish siberian frontiers
- some other stuff i probably forgot about

As well as:
- Good ol' bug fixes, some include literacy piling up very fast and other stuff related to new mechanics
