No longer costs meter, now deactivates by itself after 150 frames
Added a 50 frame cooldown before DSpecial can be reactivated (negated if DSpecial is deactivated manually)
Can now air-dodge without invincibility while DSpecial is active
Now loses slightly more TP and suffers more hitstun (not hitpause) when Ralsei takes damage while DSpecial is active

Bugs
Fixed a bug where Ralsei would keep his Dspecial hurtbox longer than intended during attacks
Ralsei no longer gains TP when hit by his own parried attacks
Added a failsafe to reset FSpecial's cooldown if it gets deactivated somehow
Fixed exploit where Ralsei could taunt to gain meter while respawning

Now has a sound cue on startup.

FSpecial
No longer has a faster 'aerial' variant. You just use the ground variant in the air now.
Meteor lifetime 3 -> 2, base knockback 9 -> 8
Meteor drift multiplier 0.75x -> 1x, don't know how that got there
Attempted to fix a bug where FSpecial would sometimes go on cooldown indefinitely when the attack was interrupted.

Ground USpecial
Missiles now travel faster, and rise at a slight angle.
Missiles now always deal 3% damage, both when rising and falling.
Base knockback 4 -> 5, Knockback scaling 0 -> 0.5, angle 95 -> 85

Air USpecial
Melee hitboxes knockback scaling 0.5 -> 0.6

DSpecial
Has been reworked.
Can now be activated continuously, but drains TP while active.
No longer deactivates when performing attacks.
Now rewards slightly more TP when grazing.
Slightly increased the heart hurtbox size.
Increased the length of the stun when hit. (30 frames -> 40 frames)
Can no longer be activated during Courage (grenade buff).
Slightly reduced maximum air speed.
Fixed a bug where the speed cap can no longer be bypassed with certain aerial states.
Fixed a bug where in some situations Ralsei's hurtbox would not return to normal when DSpecial was deactivated.

Now always places down a mine. A previously placed mine will disappear when a new mine is placed.
Now has whifflag.
Now has a 15 frame cooldown.
Melee hit angle 80 -> 65, base knockback 3 -> 4, knockback growth 0.05 -> 0.2, SDI multiplier 0.5x -> 1x
Mine hitpause scaling 0.75x -> 1x
Improved mine visibility.
Mine activation now has a larger detection range.
Mine activation now detects player hitboxes precisely.
Mine activation is now delayed 10 frames when placed on the ground, but also now activates 16 frames faster when stepped on.
Mine activation is delayed up to 10 more frames if Ralsei is in hitstun.

UTilt
Has been reworked. Can no longer be held infinitely. Now has a finishing hit that deals significant knockback if held long enough.
Meter UStrong buff procs more frequently when the attack is held.
Increased movement speed during the attack.

Dash Attack
Blindspot slightly reduced.
Knockback scaling 0.6 -> 0.65, stun multiplier 1x -> 0.95x

NAir
Has been reworked, with new angles, knockback and drift properties. On hit, Ralsei can slightly steer the move by holding in a desired direction. Landing three consecutive hits gives the fourth hit increased range and significantly increased knockback.

FAir
Melee hit damage 4% -> 3%.

UAir
Hitbox size slightly increased.
First hit extra hitpause reduced (6 -> 5) to make it connect into the second hit more often.
Second hit base knockback 8 -> 8.5, knockback scaling 0.85 -> 0.8
Can now be land-cancelled. Apparently, putting Brawlhalla mechanics in Rivals isn't such a good idea.

DAir
First projectile damage increased to 3%, previously 2%.
Ralsei now falls faster when out of ammo.

Projectile now slightly tracks back to Ralsei when parried.

Ground USpecial

Projectiles no longer stop tracking if Ralsei is hit during the attack.
Falling projectiles now deal 3% damage, previously 2%. (Rising projectiles still deal 2%.)
Meter UStrong buff procs less frequently when the attack is held.

Air USpecial
Projectile now triggers upon touching players, not just floors. Now deals a small amount of damage and knockback when bouncing directly off of a player.
Projecile now detonates faster after being triggered.

DSpecial
Now has a maximum duration of 5 seconds.
Ralsei can once again use DSpecial even while his meter is full.
Fixed a bug where Ralsei's hurtbox sometimes would not update when DSpecial's effect deactivates.

While DSpecial is active, Ralsei's air speed is now capped to his walk speed

I've finally gotten to watch and play some matches. Making a few buffs and changes aimed at speeding up his general gameplay, weakening his stalling, and fixing some of his hitboxes that were unusually small.

Jab melee hitbox increased horizontally
Jab projectile hitbox increased to match the visual

FTilt sourspot hitbox increased

UTilt endlag 17 -> 15

Dash Attack hitbox sizes slightly increased horizontally

Improved UAir visibility
