Rolled back changes to loyalty pressure. Now loyalty pressure works exactly as it did before.

Update:
Districts can be built more quickly, requiring only 2 citizens per district.
Loyalty pressure and religious pressure are stronger.
Some civics grant trade route capacity.

Prior issues seem to have arisen due to Load Order. This mod will now try to load last to avoid issues.

Hopefully this is the last time it needs to be updated!
